Baltimore County Public Schools Rolls Out Districtwide Early Literacy Initiative

Baltimore County Public Schools has rolled out a new districtwide early literacy curriculum this fall, replacing reading materials at all of its elementary schools after several years of state reading assessment scores that trailed the Maryland average.

The new curriculum is built around structured phonics instruction, a shift from the district's previous reading approach, which relied more heavily on context-based reading strategies that reading researchers have increasingly criticized in recent years. The change follows similar curriculum overhauls already completed in several other Maryland counties.

"We looked hard at the research and at our own data, and we couldn't justify sticking with an approach that wasn't producing the reading gains we needed to see," said the district's assistant superintendent for curriculum and instruction. "This is a big shift for our teachers, which is why we've put so much into the training side of this rollout."

The district trained more than 2,200 elementary school teachers and reading specialists over the summer, with additional coaching support built into the first full year of implementation. Baltimore County is also purchasing new decodable reading texts for kindergarten through third grade classrooms to align with the structured phonics approach.

District officials said they do not expect to see meaningful movement in state assessment scores until at least the second year of the new curriculum, cautioning that literacy gains from curriculum changes typically take multiple years to fully materialize. The school board has committed to funding the initiative for at least three years before evaluating its impact on reading proficiency rates.
